• Pre-Market Engagement is sought by the Department for Communities (DfC) for this key 6.76 hectare (16.70 acre) development opportunity just 1km from Enniskillen Town Centre.
• The site comprises the former Grosvenor military base on Coleshill Road, Enniskillen.
• The Department for Communities (DfC) invites preliminary market feedback on the proposed procurement strategy for the appointment of a developer for this flagship regeneration project.
• DfC intends to facilitate a vibrant and inclusive community, incorporating private housing and a minimum of 60 social housing units, delivered within a sustainable, low‑carbon, high‑quality residential environment.
• Preliminary Market feedback is therefore sought from potential developers interested in delivering a high quality, mixed tenure neighbourhood that responds to local housing needs and maximises social, environmental, and economic value.
• Outline Planning Permission was granted in 2017, renewed in 2020, and subsequently approved again under planning reference LA10/2023/2177/O in April 2024 for a residential led mixed use development comprising a 200 unit mixed tenure regeneration scheme with associated open space and amenities.
• The delivery of social housing must comply with the NIHE Housing Investment Plan, which includes the delivery of 60 Social Housing Units at this site over a two-year period.

• DfC welcomes feedback on the proposal.  A copy of the Preliminary Market Engagement feedback form is available via LSH ([email protected]) or eTendersNI.  All feedback is required to be submitted via LSH by 3pm on 25th June 2026.
• Upon completion of the review of the feedback from the Preliminary Market Engagement, the procurement documents will be finalised and the tender opportunity will be advertised via eTendersNI and the Find a Tender platforms.
